Choice
of individual: An individual may choose to live in an environment where health
and safety issues are identified or compromised.

Uncooperative:
An individual may not be cooperative with service provider such as withholding
information or issues related to health and safety.

Neglect:
Any individual can be responsible for their own action if they wilfully or
unintentionally neglect health and safety issues, instruction and guidance.
